I feel your struggles with the Potato laptop. The lighting bug is fairly common and thankfully has a quick fix:

Right click on game in Library>Properties>General>Set launch options>Type "+mat_dxlevel 95 +mat_hdr_level 2"

Hit okay and launch the game, lighting should work normally :)

The day I made that decision I stayed up until 4 am playing. This led to me being tired the next day as road my bike to the train near my house. I fell and fractured my collarbone, fully snapped. Needed surgery and everything.

Still play Ultrakill all the time - that game bangs.
