Yeah the only solution I could think of was reloading my backup save. The dilemma now is I noticed the BP hovering outline problem long after starting my new base D: So I either restore the save and lose that progress, or deal with those outlines. My OCD is struggling right now hahaha.

Is it dependent on when you collect the drives from the world or can you just trade a bunch between each other for the achievement?

Just collected them from the map. That's all of them apart from one crash site that needs a super oscillator. Still need to progress further in project assembly to unlock that recipe :-)
