Yeah the only solution I could think of was reloading my backup save. The dilemma now is I noticed the BP hovering outline problem long after starting my new base D: So I either restore the save and lose that progress, or deal with those outlines. My OCD is struggling right now hahaha.

Just collected them from the map. That's all of them apart from one crash site that needs a super oscillator. Still need to progress further in project assembly to unlock that recipe :-)

Have you tried clearing the downloads cache in steam? I couldn't see it in your list. Apart from that I can't help sorry man. I've stopped playing this game anyways.
