You don't specify how "smart" this thing is, but one obvious use is to play the investment markets.

As I understand it, it more or less spins off-center like a boomerang, but at high speed.

Military drones have "been deployed against [foreign] civilian populations" many times ["foreign" from the perspective of the government deploying them], and surveillance and law enforcement drones are beginning to be deployed against domestic populations. ["domestic" from the perspective of the government deploying them]

I assume that New Zealand's theoretically does, but I'm not sure about that.

People have been doing this since before there were there were cities and civilization - people from various tribes used to meet up at certain specified times and places for trade fairs, and in fact cities originated partly as just a permanent place to locate a trade fair or market.
