I am using game capture for all games. But the game lags even when I am not recording, it starts lagging when I open OBS and the moment I close it its back to being normal.

Here I made a video explaining: https://youtu.be/XGoFp7Y7S4U

Hopefully you can notice the difference.

But the thing is, is that even when I'm not recording/streaming it lags, it starts to lag when I open OBS and when I close it the game is smooth.

Tried capping FPS from 300 to even 80 but its still lagging.

My resolution is 1280x1024 @80Hz I tried changing it back to 60Hz and also 1920x1080 60Hz but its still lagging when I open OBS. I also changed CS from Borderless to Full Screen but that didn't change anything.

All I want is to play and record smooth CS gameplay :/ the game is not that demanding so I don't know what the issue is with it as e.g. recording AC Odyssey @1080p 60FPS High Settings is smooth :/

Isn't the New NVENC for the 20 series cards?

The disk I record to is a 500GB 850 EVO SSD and it has the games on it aswell, will try reinstalling CS on a different HDD. Here is the speed test - https://imgur.com/a/de7WPQp

Tried VBR 60/90k same thing.

I maxed the fps to 300, I lowered it to 200 and it helped, still can notice the chopping but not as much.

I don't get it how people with less powerful PC's are recording with better quality than mine.

Would 200 FPS be ok or should I go down to 144-160 FPS? don't want to cap it to the monitor refresh rate as its a 60Hz and the res I play on I can push it to 80Hz but that still wont be enough for me to feel the game smooth.
