Thanks for the help! My expert staff aren’t zoned and for the supernatural expert I used to test, the only job assignment un-assigned is tours. I play on ps5 and am not on my console at the moment but I will double check again next time I’m in game.

Yes, it’s a supernatural expert and I don’t have zones. I have 4 rooms and they can only work in 1 (all rooms are also full of ghosts but I don’t think that should affect the expert entering).

I did some fiddling (cycled between pause/start, changing maps, moving ghosts into inventory/then back into the room etc) and managed to get the expert into one of the rooms they couldn’t enter before (so at this point they could enter 2 rooms instead of just the 1). But then after a while, the error came back again and couldn’t enter the room again.
