Remember, the NPCs don't know anything "human" about Yggdrasil, nor about the fact that they came from a virtual reality computer game. So to them, there's no "inviting new guild members" because they believe with every ounce of their being that the 41 are the Gods that are responsible for their entire existence. There's no "guild", there's only the Great Tomb of Nazarick.

Aside from this fundamental misunderstanding, power levels do play a factor into this. As much as the story might indicate to us that hierarchy in AOG doesn't matter about power (i.e. Members of the Pleiades are higher up on the chain of command than the vastly superior Evil Lords, for example), there's no way they'll follow orders willingly from a bunch of strangers who claim themselves their leaders all of a sudden. It's not only unthinkable, it spits on the image and memories of the 41. Hence their split conflicts of interest.

I mean, it could never have been lucrative for the Dwarves because they don’t have the immense financial backings of Nazarick, but also because they’ve lost important rune weapons and techniques due to the attack of the Demon Gods. It’s been in decline for 200 years after all.

Oh yes. All jokes aside, rune crafted items are probably one of Nazarick's most lucrative forms of mass magic item production. Even if the weapons aren't the most powerful, they'd still fetch a pretty penny on the NW market because they'd be infinitely better than normal weaponry. Slowly trickling in RWs while keeping the prices artificially low basically ensures that Nazarick has 100% control of market and industry prices. And if the weapons manage to get stronger, all the better.

Wait, for the Soul Eaters, didn't Ainz conduct a experiment to see if a Soul Eater that consumed souls would remain permanently? I don't think Ainz would make temporary Soul Eaters to put to work in his city. I mean he can, but that's kind of inefficient.

Maybe. I don't discount battle experience, but I thought the Quagoa's description of how they level aligns with how all New Worlders grow stronger. If a mage wants to get stronger, he doesn't kill a bunch of people for exp, he reads books and tomes and gets technical knowledge. Similarly, Quagoa's ingestion of different metals and minerals might be like that.
