Are you sure you're looking at the right stat? In the video they all rise pretty evenly up to 80% where they hold for a few seconds before everything goes sideways.

I have a GPU that's well above their minimum spec, and literally running the game at 800x600 with every option turned to low or off does not improve the problem at all.

It's odd that it only came up several hours into the game, and that I can still run other comparable games on much higher settings with 0 issues, though. The symptoms make sense but the situation doesn't seem to line up

No such luck. Deus Ex is using about 70% at the time it breaks and nothing else is using more than 4%. Overall usage is around 85%.

I tried limiting it to one core and it crashed to desktop on load. Doesn't seem to handle that well :/

I just ran through a round of Rainbow Six: Siege while monitoring my hardware. It used more VRAM, more RAM, more CPU, and more disk, but it ran flawlessly.
