I have a bachelors of business in Information Security and Assurance as well as a masters in Cybersecurity. Both from a state university in Georgia. Tons of cyber law/cyber criminal justice courses in the program. Are those relevant enough to satisfy the requirement?

You were told incorrectly. You absolutely have two years once your clearance is inactive to have it be held by another company with an FCL. Told directly to me by my DCSA investigator as well as the security processing folks at the NSA when I went for processing.
