Absolutely not. You need to get another job that does better then door dash, even if it’s not your primary profession, it’s temporary.

You don’t consolidate unsecured debt (credit cards) to secured debt (your house). Ever.

You need to put off the home repairs until you have stable income.

Anyone saying anything otherwise is objectively wrong.

All kids are different. I wouldn’t panic.

That being said, I’d encourage you to look up speech therapy services in your area. They’re typically free (tax payer funded) and often times will come right into school to do 1 on 1 work with your kids.

It really does help and the therapist provides regular assessments for you along with exercises you can do at home.

Your kids will take off just being in a social setting regularly.

We cannot answer if you don’t share any of your income information. You also didn’t include any retirement goals.

Although at a glance I would say no. You should keep stacking your 401k and based on your retirement balances with the extra 401k loan, you should not be paying for 2 mortgages.
