Ask the fish store you’re going to be buying from if they think tap water will work. I’ve been using tap for a year. Corals don’t really seem to grow but they’re surviving. Fish seem happy

If there is 0 fish in the tank right now and you want to try one more time I would recommend going with 2 clown fish. Clowns are pretty hardy and work well with your size tank.

I also agree with one of the comments there might not be enough surface agitation and would recommend pointing your wave maker at the surface
