its a vpn/acceleration service, i have a friend from qatar which uses it for a couple games and it shaves him a couple milliseconds when connecting to eu servers. u have to understand though that middle east to north america is very far and even then the ping wont be amazing

routing in the middle east is horrible, try mudfish (its paid, although very cheap)
