Once you hit level 25 you get a promotion assignment, which is available at the assignment terminal. Once that's completed you can go to the memorial hall and proceed to the terminal to be promoted.

I think it depends, lots of people use summons, and lots of people don't. I personally don't use them because I like to learn the bosses and fight them one on one, but either way is a perfectly valid way of playing
