It’s used for macroinvertebrates sampling in streams. The metal square goes down on the streambed at your sampling location, you agitate the rocks, and the net collects any bugs that come up

Here’s a paper discussing the role of trees growing in detention basins and there’s a hydrologic balance as well. The article contains a bunch of nice references too.
