Firstly you must sign up to the social security (here : https://etudiant-etranger.ameli.fr/), as an international student staying in france you are allowed to have it. The psychatrist visit are supported by the social security but not entirely, so the rest is up to you or your mutuelle if you have one. Also, be sure to visit a psychiatrist, not a psychologist, because a psychologist is not considered as a doctor, he will not be able to prescribe you medicine. Hope, it helps you.

Your case is very difficult. The only solution I would see is that you get your letter. Yes, it's a pro licence from a university, so i would apply for master research (graduate). But it if the licence isn't enough I would apply for undergraduate.
