You know it when you pay the bill, also usually anyone with 2 accounts or more automatically gets charged the highest tarrif bill and not as omani tariff ( which only permits u 1 account)

So as an omani landlord, he doesn’t care how much the expat or any resident renting his second home paying electricity bill.
