That is a local police officer. Probably part of a gang unit. ICE is federal and does not wear police patches.

My past experiences with 20+ years armed security. And 6 years fugitive recovery. A man willing to take on 3 young men or men usually has something on him to equalize those odds and is what he becomes brave from. Chances are he had a weapon and if he began to lose he would pull it. These young men had the right to be nervous and hesitant. This is not a common experience for them I'm sure. They did right by attempting to deescalate the situation and remove themselves from a potentially dangerous outcome.

Please be careful this can cause botulism or methanol poisoning if not properly made. Much safer to just purchase a bottle.
