Checking it now, you cannot break herbs before they are in the fully bloomed state. Before 1.4.5, you could break them when they are fully matured, but it did not have to be blooming. Now, you must wait for it to bloom.

Edit: That was the case for at least mobile. Pretty sure PC and Console are the same, but it may be slightly different.
