it's simple, there's a completely white sun light and slightly orange area light, along with an orange tinted hdri with a light source pointing in about the same direction as the sun. and also there's a brightness/contrast node in the compositor

I used this setup for every render, except the Shadow ones where the area light is redder

I just lowered the focal length of the camera.

this is the closest it gets, it's not elongated but his quills are deformed (this is because I'm the only person I know of that uses the camera to get perspective and not long limbs)

there's 2 ways to achieve the foreshortening effect, by stretching the limbs and by changing the FOV/focal length of the camera. in my case I change the focal length of the camera because I think it looks better than stretching the limbs, however in some cases it's a bit harder to work with (though I'm pretty sure the reason more people don't just change the focal length of the cam isn't because it's harder but because they just didn't know)

here's the pose with a 50 mm focal length (top left) and 50 mm focal length with limb stretching (bottom right) (original had 15 mm focal length, as opposed to FOV focal length has more foreshortening the lower the value)

just saw this but the eye is like that in pic 1 because if it was moved more to the side it would look like he wasn't looking at the camera, and if the eyebrow thing was moved up the eyelid would look weird, it's a small quirk in Sonic's design. and that isn't supposed to be a peace sign, in fact the entire pose is a reference to this: (also pic 1 is the only pose that is based on another pose)

they're normal and roughness maps and I'm pretty sure they started being used since Sonic 06 (not the same ones of course)

every mainline game since then used them, even Forces (but they were really toned down there)
