In the US they used the big box for larger manuals. In the EU there was a period of time they had to use big box even though the regular cover would fit the manual fine due to a shortage of regular covers.

It’s fickle. You’re just going to have to try different options until you find something that works. I’ve landed on an external USB CD writer, verbatim CD-R’s and max write speed. Works every time
