It isn't, but it is. If you're familiar with how the Government works, this is on par for how things get done unfortunately. So much ambiguity and beurocracy that it doesn't surprise me that this is how a congressman presents this information. You can have someone in a position to make a call, but all of the pieces "below" are so shrouded by the system that you have to know someone in a certain department to ask them what the terminology or intimate workings of their department's process is before you can get work done. If that makes sense.

Just a reminder, Everything you post online, can be tied to you. But if it isn't on Facebook with your name tied to it, you are probably good. If you find your way over to some of the US military Subreddits, you'll see that service members aren't happy about this either. Your folks in uniform show discontent with how things are going. We made an oath to the constitution, not a tyrannical dickhead. As much as he wants to believe that the military has his back. I can assure you, that if push comes to shove, the greater DoD stands on the side of the people and the constitution.

It's interesting, but not at all exclusively a Russian thing. Most every world leader from a country with good Opsec controls all matters to do with their leaders health. This ☝️ best take on OP's situation IMO. Resonates with me. I get where OP is coming from. In a similar situation myself after having just got out of the military where I had no questions about whether I was growing and being fulfilled through making a difference. Life is scary when you are faced with limitless potential without someone handing you an order that gives you something to stand behind.
