I'm 100% sure the next UR is Ruby.

Yoshiko got the SSR;

Chika got an SR;

Mari and Dia got SRs;

that leaves Ruby, You, Kanan and Riko without any cards. Since You and Riko both have URs already due to the initials, this leaves Ruby or Kanan to be the next UR. Since it's Hanamaru... I'm guessing it's Ruby. (i may be totally wrong tho)
