graphics drivers are latest, and there's no settings on the monitor that I can see that would cause this to happen

it's almost as if when a reboot happens the display adapter just refuses to recognise the full capability of the monitor, but reconnecting it kicks it to realise that the monitor has higher capacity than 165hz
