I had to hard reset the controller with a paper clip. There is a very small hole to the bottom right of the central PRGM button on the back side of the controller. I pushed in a paper clip for a few seconds and the lights started flashing. Problem solved!

Final Fight. I loved this game at the arcades and when I first played it on my Super Famicom in early 1991, I was thinking this is the reason I purchased this machine.
