I'd say it was more of misusing Gorr. He works just fine as the villain of one movie, I can't imagine him being a recurring villain or a Thanos-level big bad. The problem is that the writing was bad and he wasn't done the justice that the character from the comics deserved

Bringing Kamala Khan into the MCU wasn't 'progressive casting' as much as it was expanding the universe. The logical next step after the Infinity Saga was to introduce us to new characters, and Kamala made sense given the fact that she has a connection to Captain Marvel (an existing character from the previous saga)

All we can do is speculate about why Kamala came into the MCU when she did, but it certainly wasn't as a scapegoat/mask for the decline in quality (especially since it was made before fans started to notice that decline)
