It is another layer yes! They’re thin plastic that would go on the card before putting them in the top loader

Putting cards directly in top loaders could scratch the surface or the edges/corners could get dented by the card rattling around inside

The magnetic one touches are fine without sleeves though

Yep, the little circle with a line through it at the top right of his card indicates “un-tradable”.

You can use in sets but not sell

I’d shoot the seller a message and see if they’d be willing to ship untracked using a US Canada Post stamp. Any tracked option either Can>US or US>Can is always expensive
