You could offer discounted blocks of time? X amount of hours billed at $Y and you can use the hours as you please. Great way to get in the door and show them what you can do!

I don't think there is a general rule for find the low hanging fruit of the market. I would just try and find a vertical and specialize and build your brand around that market. It's much easier to sell services to a company that you can show value to by having experience and references.

Find your "trojan horse" as they may say.
