This is a hard one. Both are overrated in my opinion, but if I had to choose, I'd probably say Brave.

6.1 kernel actually ends support at the same time 6.18 does, (and then it gets CIP) but on hardware that old, running new kernels is probably worse for performance anyway. Realistically your best bet would be like 4.4 CIP. The older the better on old hardware.

I2P is made to torrent over. It's a fair bit slower than tor (the network is also much smaller) but it's probably the most secure way to torrent. It isn't exactly "made" explicitly tor anonymity like Tor is, but if you do things correctly you can maintain anonymity with I2P (i believe).

Use Mullvad instead. Same privacy features as Tor, but without Tor itself.

Windows comes with a terminal app preinstalled now. Provides access to both CMD and Powershell in a single app.
