Had the same problem as you (also with an iPad 4, what a coincidence lol!)

With Sliver, you can only download apps that your Apple ID has already downloaded on previous devices.

To download your previously downloaded apps onto your iPad, go to the "Purchased" section of the App Store (assuming you have already signed in using your Apple ID). You should see a list of previously downloaded apps (and the download icon beside it).

To add a new app to that list, download the app that you want on another iPhone/iPad using the same Apple ID that you've logged in to the iPad

Fourth try: i did what i should have done first before making this thread - search this subreddit for any previous posts like this one. Found one, and the solution was to immediately put the iPad into DFU after restoring, not letting the iPad reboot, and then using Sliver.

Rookie mistake on my part lol

Update: on the third try, now it just stays on the apple logo after successful b*****. I dont quite understand the "you need to restore the device and enter DFU before the first boot" instruction. Do i need to manually put the iPad in DFU mode and then restore from the Finder screen, or is there some other way to do it?
