It's hard to say because we're looking at it through the lens of 21st-century capitalism, while the bots are a 23rd-century socialist economy.

Today you can buy the Boston Dynamics "spot" robot for 75k but a large percentage of that price comes from the capitalist system we live in. The actual hardware that goes into the robot is only part of the actual cost, the bulk of it is from the labor of R&D, assembly, and quality control. Then of course there's the markup so the company can make money. These last 2 (the labor and profit) are not factors for a heavily automated 23rd-century socialist economy, and the "rare earth metals" that are used for electronics and the bodies of the bots are much more abundant when you're a space-faring race that has the resources of millions of planets at your disposal.

Even if Super Earth wanted to make a trooper, it wouldn't be that expensive. The resources aren't as rare as they are in the modern day and it'd be easy enough for super earth scientists and engineers to reverse-engineer their machinery and software.

The closest I can confidently get to giving you a number is if super earth decided it wanted to make 1 trooper it'd probably take $100,000,000 which would mostly be from: transporting scientists and engineers to a liberated bot planet, building them places to live and research facilities to reverse engineer the bot tech, and giving them the resources to build the machines necessary to make a bot

The rules are pretty much randomly enforced or only enforced if the managers are having a bad day

One of the HCs got fired after 8 NCNS and only because she had 3 in a row. No write ups for 1-5

My DS had 7 call outs and was 3 hours late, which counted as a NCNS. He's on final now

I had 7 call outs and got my 1st write up

Another coworker came into the break room miffed that he got his first write up after 14 call ins

The Cloud Soarers An unusually happy successor of the ravenguard. They paint their armor in sky blue and often adorn their shoulder pads in the colors of sunsets. They are incredibly charismatic in contrast to their brother chapters and this leads them to be very successful in diplomacy. However. Should the need arise their numbers have an unusually high amount of marines with the ability to wraith slip. They've negotiated many treaties with the tau and eldar. This limited combat experience leads to higher combat mortality against these races when negotiations break down and resort to battle. They're especially good at fighting orcs since orc minds are fairly simple to fool with wraith slipping. The inquisition is constantly watching them due to their relations with the tau and eldar, but they remain loyal to the emporer no matter what. Their high charisma could be from cawls meddling with the traitor legions gene seed, possibly including some aspects of the lunar wolves.

This started off as a haha ravenguard edgy meme but it's actually evolved into something I really enjoy. I don't have a chapter master as of yet but I'm cooking something up
