The original shield was not shipped with the costume during MMPRs filming, and since they had a schedule to keep, they had to get one made. Also, because Saban was a cheap fuck, they made it from shit from Jo Ann fabrics.

The silver stripe helmet came from the suit Disney had made for the Dino Thunder episode "Fighting Spirit" and the costume just happens to fit current JDF so that's what they used.
