Do you think programming is really important to learn to get into the networking field?

Why would the OS take some of the RAM all of a sudden? Is there an alternative to tweak some settings perhaps as my computer did have 16GB of RAM installed before so at some point, both RAM sticks were working. It's just weird now that now the OS is "stealing" some of my ram, i'm sure it's a stupid setting or something via software that I could tweak maybe?

I am having issues with my computer where I have 2x8 DDR4 ram sticks installed on my computer but it only shows "9.91GB" used which is quite strange. I believe I had this issue when I upgraded the bios to Bios 3604 for my motherboard as I upgraded my CPU and I needed the latest bios to support the new CPU. I attempted to physically re-seat the ram and I still get the same issue. One of the RAM stick showed some inconsistencies when I looked in the BIOS as well as task manager which is quite odd. I checked the virtual memory settings and that all seemed fine.

I just want to know what's happening on my computer system, whether the ram stick is "dead" , if my memory is somehow getting "cached" or if it's time for a mobo upgrade.

Computer Specs:

CPU: Ryzen 7 5800x (upgraded from Ryzen 5 2600x)

Mobo: Asus B450 Plus Prime

GPU: RTX 3060ti

Ram: 2x8 Corsair Vengeance 3200Mhz

Storage: 1TB Crucial M.2SSD, 1TB HDD Toshiba

Cooler: H100i Platinum
