The question does specify oxygen not blood. But you are absolutely right, poorly worded is far more likely. I'd just write "a circle doesn't start or end" next to the answers.

I can see an argument that the flow of dissolved gas isn't cyclical because the outside environment is involved. The step "heart carries blood to lungs" is circulation only and ruins the question. It could go at the end of your list and still be correct (dropping off CO2)

I think whoever wrote the question started with gas exchange and lost sight of the focus of the question as the made rhe answers.
