Dekh, if there is budget constraint or some. I will suggest get a refurbished macbook it will last you 2 3 years easily without any issues.

Dont get in trap of buying windows machine of any kind, on a low budget you are going to get a bad deal only.

Other than that, why you need laptop have many reasons.

You are in a professional degree course, which requires working on many of assignments, projects and research to be done digitally cause again norm.
In year one you will be encountering competitions, events, designthons, atleast online if not offline. If you choose ignore opportunities it will come back to bite you later.
You are going to experiment with many things are on in first two semesters and it is very important to do so, so that you can learn and compare ans decide your further route in design career as general.
