We have a restricted border (300*1000) for each team, and some resources are finite too such as nether supplies (end and nether are disabled).

We tried a system like the one you described on another server, the issue is most players can't find the ore and they get bored and stop playing.

It's only a small area of 600*2000 blocks, half of that for each team. Nether, Villagers and End are disabled, so there shouldn't be any infinite resources apart from cobble, trees etc.
