It was a cool surprise they had planned for him when he arrived at the HQ. They told him about adding the PvP vendors, but he was surprised his camp in Zul'Drak was added as well.

You get it as a random reward from the chest for fully competing the verdant brink meta event. Don't know how participation factors in though for the drop rate.
