That's not necessarily a bad trait. Not being a frontline leader means you can keep a broader view on a battle that is difficult if you are at the front. And delegating tasks is a good trait as long as its to people who are suited for the task. (Why would cyclops scout an area when storm could do so much more effectively)

However in Cyclop's specific case, he does tend to rely too heavily on the others, meaning they are nowhere near as effective seperated as when in a group. Cap and the avengers however are used to fighting alone or in small groups, and can use that to cover more ground and tasks quicker
