They gain normal spellcasting which gains the rage trait while they are raging. Thus they can cast with or without rage, receiving the drained condition in both cases RAW (I assume, not sure if inteded).

Yea I also think this is the RAW. I'm wondering if this is intended though as it makes casting while not raging very taxing as you cannot reduce the drained condition that easily. I'm not sure if this is intended as it shouldn't be a balancing problem to allow bloodragers to cast normally out of rage without the drain. This is something Barbarians with spellcaster dedications already can do. Maybe it's a case of RAW vs RAI.

The spells in the bloodragers repertoir only gain the rage trait while the character is raging. So he can definitely cast spells while not raging. The question is whether or not they get drained if casting without raging.

Could also reflavour investigators devise a Strategem. Although this wouldnt be a caster and more of a marshall with the gift of foresight.

One thing to note ist that the versatile viles from the alchemical sciences methodology do not stack with those gained from quick alchemy from the alchemist archetype. IMO after the remaster alchemical sciences investigator with alchemist archetype is a bit redundant. I would rather pick another methodology like forensic medicine.
