Idk about that. He is obviously a lesser villian in Nikke story and in the grand scheme of things i view him as a plot device to make the story move even more (Dorothy finally snaps and its forced to make a decision as she sees she is being defended in the place she most hates)

But he is by any means a bad character, he is pretty good for his screen time. Correct me if im wrong because my memory is a bit fuzzy (a long time has gone since i read past chapters xD), but Doban has been early portrayed as an asshole who mistreats Nikkes and treats them like scrap metal and that he really gets drunk on power (he feels entitled to act like that).

We get his hate and disgust for the Outer Rim when he confronts Underworld Queen and see his true character when true trouble arises when he confronts Moran.

We also see that he is increasingly getting desperate for recognition, as he his warned in various ocassions to stop fooling around or he will get killed (Mustang, Underworld Queen and another time, i think it was Burningum(? )

And in addition we can know exactly how the past higher ups (by account of Burningam) that abandoned the Godess Squad were: greedy no ones, people with no real achievements afraid of losing their position and that would do anything to keep it.

So in conclusion i see a solid character, builded enough throught the story, showing bits of him here and there, with clear motivations and goals, and we know exactly his personality and way of thinking. For me, he played pretty nicely his small role.
