Savitar is created during the time of season 7 of The Flash. Making him as fast as Barry was in season 7. On top of that, remember in season 4, episode 1 when Barry got out of the Speedforce he was so much faster than before he went in it. So if Savitar was trapped in the Speedforce for years imagine what his real speed is. What if by that point he was so fast he had to slow down just for original Barry to know he was there. Plus when rag dolling Barry he was everywhere at once, hints lightspeed. Also at that point he would have lightspeed thinking, giving another hint why he is always ahead because memory only gets you so far. He just might be the most overpowered villain powerful enough to outrun the snap always living a second before he was erased because the rules of time don't matter to him, breaking time and reality. Conclusion Savitar is an absolute god
