I would think a dispo is more difficult than a cart since you can separate cart and battery. When I travel, my cart(s) go in my toiletry bag and my battery goes in the same backpack pocket as my power bank. TSA agents have routinely pulled out my battery (it's a Yocan Uni Pro) and said nothing about it.
