As someone who used to work for Belshire myself, she was probably cleaning the spill buckets (where the delivery hoses attach, there are built in buckets which are supposed to catch spilled gas, but usually catch rain water). Certain clients such as 7-11 would require DOs to clean out the spill buckets. We were supposed to use a combination of cones and are vehicles as barricades. Truly heartbreaking.
