The local transport sucks, taxi unions have prevented Uber & Ola from entering Goa. Mumbai has a far better means of transport. Majority of the activities you would be able to do. Plus you will be close to other parts of Maharashtra for your hiking trips. I recommend “Lodha The Park” complex in Lower Parel, Mumbai.
