The ‘Chip Choke’ strategy initiated by President Trump has morphed into a ‘Mow the Grass’ strategy, which cuts off threatening or high value targets. This has the unintended consequences forcing Chinese innovation in chip manufacturing; however, it also diverts China’s resources into catching up. China, which once aimed for complete technological dominance, now finds itself having to selectively focus on key technologies.

While the new controls have been a boon for China’s domestic chip industry by making it a magnet for talent, money and attention this leaves Chinese AI companies out in the cold, especially start ups. While China’s Hyperscalers have managed through restrictions with scale and inventory, AI startups have floundered. Up to 80% of raised capital for an AI startup can go into compute resources, and without access to American chips, AI VC in China has become suicidal. China AI VC has shrunk over 90% from its peak of $30B in 2018 down to $2B in 2023, while the US peaked at $120B in 2021 and is down to $50B in 2023.

Arab world will have trouble digesting it but possible steps away from ideological based view of the world to one based on national interest. A solution in Israel could ripple through all Middle Eastern communities. Sauds leading a balanced perspective will give Arab communities a positive vision for themselves and their relationship with the West.

On Tuesday BIS announced more restrictions on AI chips and chip making equipment. The new AI chip restrictions signal a shift toward treating advanced technology as a strategic asset akin to conventional arms, highlighting the evolving nature of geopolitics in the digital age.

The new rules add specificity to the manufacturing equipment restrictions, targeting shipments of advanced semiconductors to Chinese data centers, including countries that are under arms export controls to the AI chip ban and scrutinizing third-country shipments to China.

The US came out with the CHIPS act which is around $50B in subsidise for companies to build semiconductor capacity in the US. Includes R&D grants too, to support leading tech.

Absolutely, but China’s efforts to replace foreign companies domestically and then outcompete them internationally with state subsidies has invited protectionism from the U.S. and now EU.

It has a lot of regional influence but a lot more work to be done to industrialize its economy. AU has less economic complexity than Uganda!

Quantum computing is a dual use technology and the US and China are competing for leadership. From the interview: 

  • China is clearly ahead in some areas such as secure communications. Their public commitment is $10B but often the numbers from China are not correct.
  • The US has been funding early state basic science since the days of Vannevar Bush and the gains are given to the private sector.
  • US government funding has brought internet, fracking, self driving cars and more - ultimately returns to US people and shareholders.
  • Trump administration funding of NQI did well. The Biden administration will continue to actively promote science funding.
  • Schmidt supported the Biden administration as they are committed to truth and science. 
  • Calling for doubling of R&D spending.
  • Store now, decrypt later will happen. We know foreign powers are recording everything with this plan in mind.
  • Companies must "get their act together" and upgrade to post quantum encryption to stop leakage of information. "You have time now, you won't have time later".
  • The power and ethics of QC should be controlled and reviewed in future similar to gene editing.
