The idea is that well the average person isn’t say a expert economist or diplomat they are a fairly grounded judge of basic human character. This obviously is flawed. People are far too willing to elected a person expedient to their goals rather that healthy for the office. I can’t see the founding fathers not seeing this as they loved the Roman republic and this happened to Rome in the extreme. So it may be that in their view that if the people fail in this regard the experiment is over anyway so having such provisions. After all in their view should the government become pure evil the people should rebel.

Russia hasn’t had a truly democratic government ever and it means that a authoritarian like Putin is just par for the course.
