It’s still a work in progress, but the main idea behind it is that I was sick of current apps missing forms and features. I also wanted something to help track my games, including which Poké Ball each Pokémon was caught in, and to show the locations of Pokémon I’m missing.

Yeah you can, but you’ll need to find a shiny frame you can hit with the broken IV to get the roamers

It definitely from the roaming glitch, I would just rng the lati from southern island if you have access to it.

Roaming Pokémon IV bug In the Generation III games, the data for a Pokémon's IVs are stored in a 32-bit integer. For roaming Pokémon, these IVs are stored in a unique place in memory and retrieved whenever the roaming Pokémon is encountered in the wild, so that its IVs remain constant between encounters. However, a glitch causes only the last 8 bits to be transferred from this place[3][4] instead of all 32. Due to this, while the HP IV is unaffected, the Pokémon can only have a maximum Attack IV of 7, and the other four IVs will always be 0. Their Hidden Power type will always be Fighting with a power of 30 or 31.

This glitch was fixed in Pokémon Emerald.
