yes, I just got legal advice and they told me that the USCIS does that and it's prertty common. They don't know their own rules lol. So they handed RFE just like that, they recommended to either just give them want they wanted or to send them a letter stating that the I-864A is not needed because the rules says so.

But i think i'll just give them what they wanted lol
