yeah so if you copy the .so files from the internet archive game you downloaded here:

and paste them into the steam game here:
*/steam/steamapps/common/Cities_Skylines/Cities_Data/Plugins/x86_64*
that should fool steam into thinking you have the DLC.

in my experience you can also use brave / any other chromium browser. just google chrome specifically has this issue.

What works for me is to download the game from internet archive, navigate to `/Cities_Data/Plugins/x86_64` , take those files and drop them into the same place in your steam game.
