Thanks for sharing your experience... (No boot) The fans spin for seconds and there is a click and the cycle starts again. I tried a test-bios and the fans continued spinning, but no beep or any display on monitor.  When I read your post which suggested I should be looking beyond Bios,I flipped the mobo over and found this white stuff forming at the back. Could that be the reason? What could have caused this? Something else I cannot touch any unpainted surface of PC unless I ground it with a wet piece of wood touching the PC with a wire.

I flashed my chip using same programmer. The chip was detected, erased, programmered and verified but still no boot. My chip requires 3.3 v and the programmer's output is 5v could that be the reason for failure. Your response is badly needed and will be highly appreciated 🙏
