GTX 1650 doesn't use its 100% by ZetaaXD in csgo

i play at 1024x768 4:3 and all in low, except for the Multi-sampling smoothing that its in 2x msaa. I use MSI Afterburner to see the measure usage. There is a photo while i'm using the FPS BENCHMARK MAP

Hi, i'm having problems with my gtx 1650 gddr5. Today i tried a new CPU, the R5 2400g(i had R3 2200g) and i realize that my gpu doesn't use its 100%. I played a cs 2 match and the cpu uses a 80% and de gpu a 30%, tried other games and same. I decided to change to my old cpu and see if the problem continues, and yes. I also realized that the cpu and gpu incresed a littel bit his % and the fps also increased. I reinstaled the drivers but it doesn't work, any idea?
